Bulletin of Acts, Orders and Decrees No. 5).[1] Since the Memorandum of 13 Dec. constitutes one whole with the Official Publication of 3 June 1803, we deem it necessary to cause it to be printed here.
MEMORANDUM of His High Mightiness, representing the Batavian Commonwealth, providing, under certain conditions, provisions against the copying and selling of all such State Documents, as those that are printed and published by the State Printing House of the Batavian Republic. Adopted on the 13th of December 1805.
His High Mightiness, representing the Batavian commonwealth, having encountered that on account of the erroneous understanding that the Official Publication of the State Government of the 3rd of June 1803, would not apply to the State documents being sold and published by the State Printing House, several Residents do not deny themselves to copy those State documents and to sell them; or that on account thereof no Action against the infringers is instituted by the Public Prosecutors; -- notifies that the regulations against copying, laid down in aforesaid Publication of the 3rd of June 1803, also include all State documents, printed and published by the State Printing House of the Batavian Republic, as having to be taken as a property of the Batavian People, printed at its expense, and published for the benefit of its finances; -- consequently all Public Prosecutors and Judicial Officers are most earnestly ordered and admonished to most seriously monitor all infringements thereof, with regard to the copying as well as the selling, after the date of this Memorandum, and to observe the right of the Batavian People; however, that Writers of Gazettes will be free to include those State documents in their Newspapers; and after having obtained consent, these will be allowed to be copied into all Works, relating to the History and State Studies of this commonwealth.

Staatsblad No. 5) zal gestraft worden.[1] Daar de Notificatie van 13 Dec. met de Publicatie van 3 Junij 1803 een geheel uitmaakt, meenen wij haar hier te moeten doen afdrukken.
NOTIFICATIE van Hun Hoog Mogende, vertegenwoordigende het Bataafsch Gemeenebest, houdende onder zekere bepaling, voorzieningen, tegens het nadrukken en debiteren, van alle zoodanige Staats-Stukken, als welke ter Staats-Drukkerij der Bataafsche Republiek, worden gedrukt en uitgegeven. Gearresteerd den 13 December 1805.
Hun Hoog Mogende, vertegenwoordigende het Bataafsch Gemeenebest, in ervaring gekomen zijnde, dat uit hoofde van het erroneuse begrip, als of de Publicatie van het Staats-Bewind, van den 3den Junij 1803, niet zoude toepasselijk zijn op de Staats-stukken, ter Staats-Drukkerij wordende verkocht en uitgegeven, onderscheiden Ingezetenen zich niet ontzien, sommige dier Staats-stukken natedrukken en dezelve Nadrukken te debiteren; nochte ook, dat deswegens door de Publieke Aanklagers eenigerhande Actie tegens de Contraventeurs wordt geinstitueerd; -- doen te weten, dat onder de Verordeningen tegens het Nadrukken, gestatueerd bij voorsz. Publicatie van den 3den Junij 1803, mede zijn begrepen alle Staats-stukken, gedrukt en uitgegeven wordende ter Staats-Drukkerij der Bataafsche Republiek, als moetende dezelve worden beschouwd als een Eigendom van het Bataafsche Volk, op deszelfs kosten gedrukt, en ten behoeve van deszelfs Finantien uitgegeven; -- wordende mitsdien alle Officieren en Justicieren ten ernstigsten gelast en ge-exhorteerd, om tegens alle contraventien ten dezen, zoo ten aanzien van het nadrukken als debiteren, na dato dezer Notificatie, ten serieusten te vigileeren en het regt van het Bataafsche Volk waartenemen; des echter, dat het aan de Schrijvers van Couranten zal vrijstaan, om dezelve Staats-stukken in hunne Nieuwspapieren overtenemen; als mede na deswege bekomen toestemming, dezelve zullen mogen worden overgenomen in alle Werken, de Geschied- en Staatkunde van dit Gemeenebest specteerende.
