the Instrument of Government, have chosen to adopt, approve, and confirm this Freedom of the Press Ordinance, as consented to by the Estates of the Realm, in the following manner:

 

We, the undersigned Estates of the Swedish Realm, Counts, Barons, Bishops, Nobility, Clergy, Burghers, and Common People, presently assembled here in Örebro for an Extraordinary Riksdag, wish to make it known: that in accordance with the principles set forth in the Instrument of Government adopted by Us on June 6, 1809, and subsequently approved by the King and the Estates, the freedom of the press has been granted to the Swedish people, as stipulated in the 86th section of the said Constitution: 'Freedom of the press shall mean the right of every Swedish citizen to, without any obstacles imposed by the public authorities, publish his or her thoughts in print. Preliminary censorship and other preventive measures shall not be used unless the content would violate the law and endanger the safety of the State. Should this occur, any such preventive measure may be cited in court.' We hereby declare that every person is free and entitled to express his thoughts openly and freely on any subject, in any form of writing, while adhering to the limitations and restrictions on the abuse of this freedom, as outlined below, in accordance with the general laws of the realm. This freedom of expression applies to matters concerning the internal peace and external security of the State, as well as other matters,

 



    


rings-Formen, Oz tillkommande rättighet, welat denna, af Riksens Ständer samtyckte, Tryckfrihets-Förordning härmed antaga, gilla och bekräfta, alldeles såsom den ord för härefter följer:

 

Wi efterskrifne Swea Rikes Ständer, Grefwar, Friherrar, Biskopar, Ridderskap och Adel, Klerkeri, Borgerskap och Menige Allmoge, som nu här i Örebro till Allmän Urtima Riksdag församlade äro, Göre weterligt: att som, uti den af Oz under den 6 Junii 1809 antagne, och af Konung och Ständers fastställde Regerings-Form, Tryckfriheten blifwit Swenska Folket tillerkänd, förmedelst det stadgande i berörde Grundlads 86 §: att med Tryckfrihet bör förstås hwarje Swensk Mans rättighet, att, utan några af den offentliga Makten i förwag lagda, af Tryckfrihets Lagen ej föreskrifna, hinder, utgifwa Skrifter; att sedermera inför laglig Domstol kunna tillatas för deras innehåll, och att icke, i annat fall, kunna derföre straffas, än om detta innehåll strider emot tydlig Lag, gifwen att bewara allmänt lugn, utan att återhålla allmän upplysning; Altså, och med hänsigt till de sålunda föreskrifna ändamål, hafwe Wi härmed welat förklara hwar och en fritt och öppet, att, med iakttagende af de föreskrifter mot Tryckfrihetens mizbruk, hwilka här nedanföre, i öfwerensstämmelse med Rikets Allmänna Lag, skola uttryckligen stadagr, i afseende på Statens inwärtes lugn och utwärtes säkerhet, samt det Högsta med förknippade helgd, sina tankat uttrycka och meddela i alla ämnen, i hwad skirfart som helst, och ehwad föremålet skulle wara, detta Rike
